Manchester City are preparing a third formal bid for Nottingham Forest midfielder and England international Elliot Anderson, according to a new report. The update comes after a week of halting talks between the clubs, during which City's second offer, worth £106m plus £15m in bonuses, was rejected by Forest earlier this month. The club's owner, Evangelos Marinakis, was demanding a package worth around £130 million. Marinakis personally oversaw the negotiations, keeping Forest manager Vitor Pereira in suspense over the details. City were considering whether to withdraw from talks altogether because of the Greek businessman's insistence on at least £110m paid upfront. Despite the financial impasse, Anderson's stance on moving to the Etihad Stadium remains unchanged. The player has already received permission from Thomas Tuchel to undergo medical tests during England's preparations for the FIFA World Cup, once the deal is finalized. City are now ready to re-open talks with Forest, having already agreed personal terms with Anderson for what would be a new UK transfer record, according to transfer insider Fabrizio Romano. The update suggests that the financial impasse, which threatened to delay a formal deal until July due to accounting reasons on Forest's side, may be closer to resolution than City's recent move to withdraw entirely suggested. Romano doesn't specify whether Forest have tempered their expectations or City have moved closer to Marinakis's fee, although agreeing terms with Anderson in advance has removed one of the main hurdles, regardless of how the financial gap is ultimately closed. The new impetus in the negotiations will certainly please new manager Enzo Maresca, who would like to have his main target in midfield before City's squad reports for pre-season preparations and goes on a summer tour of Asia. Additionally, Manchester United had already withdrawn from the race for Anderson, leaving City with no direct competition at the negotiating table even as other Premier League clubs continue to monitor the fee for its wider impact on the summer market. Whether Forest's valuation and City's structure will ultimately be agreed remains to be seen, but with Anderson's stance unchanged, the only stumbling block appears to be the size of the check rather than the substance of the deal.
